Background and Discussion:

Commercial Paper Series D-3 can be used for (1) construction of public works, (2) the purchase of automobiles, equipment and machinery, including computers, materials and supplies for the operation of the County’s precincts and departments (3) Professional services, including services provided by engineers, architects, attorneys, auditors, financial advisors, and fiscal agents, in connection with the contractual obligations described in (1) and (2).

Commercial Paper is being requested for Grayson Community Center project and is expected to be repaid within the next three fiscal years either through bonds, budgetary means or pay-as-you-go sources.  This is for approval for allocation of commercial paper for a previously approved project within the previously authorized amount.

HB 1869 compliance confirmed by:  Paige Abernathy, Assistant County Attorney, September 26, 2024.

Expected Impact:

The Grayson Community Center project will include the rehabilitation of the existing facilities and an addition of 750- square foot metal building, an extension to the existing building, to be used exclusively for sheriff occupation. The project will include design of the facilities including technology upgrades, solar technology for electrical energy, demolition, parking lot construction, civil site work, building construction, landscaping, and fencing.

Alternative Options:

The alternative to renovating the whole facility is to upgrade the existing facilities in stages; however, the projected benefits will not be fully realized. The North Channel area is socio-economically disadvantaged, and the renovation of the new facility will help the community thrive. This aligns with Commissioner Garcia’s Revive2Thrive initiative. Revive2Thrive focuses on revitalization rather than gentrification by empowering communities and creating opportunities for our existing neighborhoods to be more resilient, inclusive, and thriving.
