Background and Discussion:
On February 6, 2025, the Commissioners Court amended Section 10, which is the Sunset Provision, of Harris County’s M/WBE policy. As part of this amendment, the M/WBE program was extended until June 2026. This extension was specifically intended to provide the Department of Economic Equity & Opportunity with sufficient time to complete an updated Disparity Study. Subsequently, the timeline for the Disparity Study was revised, and the study is now scheduled to take place from February 12, 2026, to February 11, 2027.
• Section 10: Sunset Provision - The Program shall sunset five years from adoption of this Policy, unless otherwise reenacted. The County shall regularly review the operations and achievements of the Program. The County shall perform a disparity study prior to the sunset date.
Harris County should extend the existing program through June 30, 2027, to allow sufficient time for completion of the Disparity Study, its presentation to Commissioners Court, and, if applicable, adoption of any recommended modifications by Court.
