Background and Discussion:

The leading cause of death among law enforcement officers in Texas is firearm related. Texas had the highest number of law enforcements deaths in the United States in 2024, which showed a significant increase from 2023. The Texas Department of Public Safety reported that between 2017 and 2021, (with an uptick in 2021) five highway patrolmen were shot through their patrol vehicle’s windshield resulting in the death of 2 of patrolmen. This prompted the Texas Legislature to allocate $22 million to the Department of Public Safety for bullet resistant windshields, which in return was extended to all Texas law enforcement agencies.

Expected Impact:

The FY26 Bullet-Resistant Components for Constable Precinct 3 grant will be utilized to equip law enforcement patrol vehicles with bullet-resistant windshields. The grant term for this award is March 1, 2026, through February 28, 2027.
