Request Summary (Agenda Caption):

title

Request for approval to amend the Harris County Major Thoroughfare and Freeway Plan (MTFP) by reclassifying Euell Road as a Minor Collector and removing Lindstrom Road from the plan.

end

Background and Discussion:

META Planning & Design is developing the Cedar Pointe subdivision in the Crosby area and is requesting the following Major Thoroughfare amendments to the MTFP as part of the development:

•                     Euell Road from Bohemian Hall Road to Crosby Freeway - Reclassify to a Minor Collector

•                     Lindstrom Road from Runneburg Road to Euell Road - Remove from MTFP

Previous development and the Euell Road thoroughfare alignment impose infeasible requirements on the Cedar Pointe development. Modifications to the Euell Road alignment is necessary for Cedar Pointe to proceed.

Cedar Pointe subdivision is in the unincorporated portion of the county near Crosby and is not in the City of Houston’s Extra-territorial Jurisdiction (ETJ); as such, any amendments to the MTFP are subject to the County’s review and approval.

Notification was sent to the property owners within 500 feet of the proposed amendments announcing an open house on October 2nd to receive comments and a Public Hearing on October 16th at Commissioners Court. Contact information was also provided.

One comment was received on the proposed amendment at the open house and staff responded to the satisfaction of the commenter.  Based on the lack of opposition from the property owners and residents

there is no opposition to the proposed amendments to the Harris County MTFP.

The Texas Department of Transportation (TxDOT) has final review and approval of the county’s MTFP.  Any amendments to the MTFP will need to show an open and fair process to receive TxDOT’s approval.

Expected Impact:

META Planning & Design is in the process of submitting the Cedar Pointe plat and needs a decision on these thoroughfare amendments.  The property owners have been notified and have had opportunity to express their concerns of the proposed MTFP amendment to the Court.

The Office of the County Engineer has established a process for addressing MTFP amendments in the unincorporated, non-ETJ portion of the county with the approval of the MTFP Amendment process in August 2025.  This MTFP amendment procedure establishes a precedent for a transparent and equitable process sufficient for TxDOT approval.

Alternative Options:

This development has waited over a year for a decision on these thoroughfare alignments.  Failure to approve this amendment to the MTFP will pose constraints to the Cedar Pointe development that would further delay or potentially halt progress.
