Request by the Office of the Purchasing Agent that the County Judge execute an amendment to an agreement with First3Years in the decreased amount of $1,200,312 to update the Scope of Work (Exhibit A), budget (Exhibit B), and Federal Identification Award Table (Exhibit C) for programs or interventions to be funded by the Early Childhood Impact Fund to improve early childhood health and development outcomes, reduce disparities, and generate evidence to better meet the needs of young children and their families for Harris County for the extended term through September 30, 2025 (200315).

Background and Discussion:
In October 2020, Commissioner’s Court approved funding for the Early Childhood Impact Fund (ECIF), designed to invest in programs and interventions with significant potential to dramatically improve early childhood outcomes in Harris County. The goals of the fund include:
• Invest in the most promising, cost-effective, evidence-based solutions for improving early childhood outcomes in Harris County
• Build a stronger, more seamless network of early childhood service providers
• Prioritize rigorous data collection and evaluation
• Create pathways to long-term, scalable impact for further investment
First3Years was selected by the ECIF review committee to implement the Safe Babies program, which provides direct support to families of infants and toddlers involved with the foster care system. Safe Babies helps birth and foster parents implement effective, relationship-building parenting practices. In addition, Safe Babies supports reunification of birth parents and children.
To ensure accurate spenddown of ARPA funds for this program, an amendment is sought to reduce the budget, extend the performance period, and adjust key performance indicators.
Expected Impact:
These changes will better ensure accurate spenddown and achievement of key performance indicators for the agreement with First 3 Years for the Safe Babies program.
Alternative Options: Safe Babies will continue with the current budget, KPIs, and contract timeline, likely resulting in underspending of funds and not reaching program goals.
