Background and Discussion:

In accordance with the Harris County Disaster Pay Policy approved on June 26, 2025, employees who are required to perform additional duties under extraordinary circumstances may be paid overtime in lieu of earning compensatory time subject to Commissioners Court approval. In response to the recent flooding event in Central Texas, the Institute of Forensic Sciences, the Harris County Fire Marshal’s Office, the Office of County Engineer, the Harris County Flood Control District, and the Harris County Sheriff’s Office deployed employees to assist with response and recovery activities. This request is for Commissioners Court to consider allowing employees to be paid for compensatory time earned as a result of response and recovery activities pursuant to the Disaster Pay Policy for the weeks ending July 4th through August 1, 2025.  

 

In case of potential reimbursement, responding departments should track their employees’ time and maintain worklogs of their disaster related job duties.

 

 

 

Expected Impact:

There will be a financial impact for reimbursing county departments from the Public Improvement Contingency (PIC) Fund pursuant to the Disaster Pay Policy if reimbursement is not received from the State or local jurisdictions.

 

Alternative Options:

Employees would maintain their compensatory time, which may cause some excessive balances and exempt employees exceeding the 240-hour maximum.
