Request for approval of an amendment to an interlocal agreement with Stephen F. Austin State University to study the impact of tree planting on water infiltration and stormwater reduction within flood control stormwater detention basins to determine the potential benefits to planting trees as a green stormwater infrastructure tool (Project ID Z100-00-00-V262, Agreement No. 2022-125, Countywide).

Background and Discussion:
This amendment will provide extend the interlocal agreement by one additional year, at no additional cost. The time extension will allow for additional research on the impact of tree planting in detention basins on water infiltration. This amendment is needed to complete on-going research and continue measurement of soil infiltration in key stormwater detention basin sites.
Expected Impact:
This agreement will measure the impact of forest establishment in reducing stormwater runoff and increasing stormwater infiltration. The Flood Control District will use the data and Study results to model the impact of forest establishment on stormwater management over time to guide the Flood Control District in planning projects.
Alternative Options:
The alternative to approving this item would be to limit the study and the use of on-going study results, which would result in limited understanding of the impact of forest establishment on stormwater management.
