Background and Discussion:
This project is located in northeast Harris County in the Greens Bayou (P100-00-00) watershed, east of John Ralston Road and north of Beaumont Highway. The Houmont Park Subdivision Drainage Improvements - Green River Drive - 2018 project site consists of subdivision drainage improvements and roadway reconstruction located at Green River Drive spanning from the bridge at Greens Bayou (HCFCD Unit No. P100-00-00) to Van Hut Lane; discharging into HCFCD Channels P117-00-00, P110-04-00, and P110-00-00. Major work activities include demolition of the existing asphalt roadway and installation of a 26-foot-wide asphalt roadway. The drainage improvements include installing an underground storm sewer, filling in the existing ditches, and placing shallow swales.
The change in contract includes the following:
The line items are adjusted to reconcile overrun quantities and add new line items to the project for completion of the proposed scope of work.
• The increase in quantities for existing line item 11 for an addition in the amount of $31,740.00 and zero (0) days.
New Items:
• Add new pay item number 132 - Reconstruction of three existing inlet structures at STA 27+50 RT for an addition in the amount of $2,256.69, and zero (0) days.
• Addition of 45 days to the contract due to utility conflicts, pipeline coordination, and required utility relocations, with no additional cost.
The above additions and deductions result in a net change in the amount of $33,996.69 and 45 calendar days.
The County issued the Project’s Notice to Proceed on 07/10/2025. Per Attachment M of the Contract, the work was to be completed within 540 days of the Notice to Proceed, or by 01/01/2027. With this and all other prior approved change orders, the work is to be completed within 610 days of the Notice to Proceed, or by 03/12/2027.
Expected Impact:
This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Houmont Park subdivision
Alternative Options:
The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
