Project Description:
An accelerated program has been developed to address deferred maintenance and deficiencies within the adult detention facilities based on the recent framework and other studies, including input from the detention staff. The projects were selected as they primarily address critical life/safety systems and the welfare/safety of the employees and inmates. These improvements include security, emergency generators, fire alarms, fire sprinklers, communications, elevators, and associated building systems such as plumbing, electrical, and HVAC.
These items have all been reviewed by the Jail Infrastructure Governance Advisory Committee, and the committee agrees with the need and urgency to address all items listed.

The figures shown above include contingency. We are still early in the project, and County departments anticipate returning to Commissioners Court with further details or refinement as the project develops, particularly with respect to IT needs, but potentially also facility renovation needs.
Justification:
The current adult detention facilities need immediate repair due to age, deferred maintenance, and overcrowding. These priority items have been deemed the most urgent by the Sheriff’s Office and Engineering based on life/safety, critical systems, employees, and detainees’ health/safety needs.
There is a time and cost savings opportunity involved currently due to the vacancy of the entire 7th floor, allowing for work to be completed effectively and efficiently while reducing risk to the employees, detainees, and visitors.
Alternatives and Engagement:
Not planning for jail facility improvements will result in continued maintenance and operational issues at the existing facilities. Deferred implementation will eventually lead to higher costs down the line, worse social impacts, and exposure to more risk.
