Background and Discussion:
In December 2022, Commissioners Court established a Revolving Energy Efficiency Fund (REEF) to serve as a
continuous source of funding for the implementation of utility efficiency projects. On July 15, 2024, the Court approved the REEF Standard Operating Procedure (SOP). The SOP outlines how energy management staff track energy efficiency projects, defines departmental responsibilities, and establishes savings measurement and verification (M&V) procedures to support continued investment in efficiency projects.
The proposed REEF Amendment updates existing SOP provisions and incorporates three utility efficiency projects addendums addressing HVAC Scheduling, Demand Response, and Utility Incentive Programs. These changes standardize internal operations and formalize cross-departmental responsibilities for implementing, coordinating, and documenting these programs. As the Office of Sustainability transitions to Pollution Control Services, the amendment also updates relevant references in the REEF SOP from the Office of County Administration (OCA) to the Office of Sustainability and from Building Operations Services (BOS) to the Office of County Engineer (OCE).
Expected Impact:
Over the past three years, REEF has generated more than $6.3 million and funded nearly $3.8 million in energy efficiency projects, labor, and training. The amendment is expected to strengthen coordination and accountability, reduce utility costs and peak demand, support grid reliability, and increase participation in utility incentive programs. Continued reinvestment of savings and incentives will sustain future efficiency improvements and advance Strategic Plan Initiative T2 and the County’s 40% greenhouse gas reduction goal.
Alternative Options:
The County could continue operating under the existing REEF SOP without adopting the proposed amendment; however, doing so could limit consistency in program implementation, coordination, and documentation.
