Background and Discussion:

The State Homeland Security Grant Program is funded by the U.S. Department of Homeland Security via the Office of the Governor, Homeland Security Grants Division and includes a suite of risk-based grants to assist state, local, tribal and territorial efforts in preventing, protecting against, mitigating, responding to and recovering from acts of terrorism and other threats related to interoperable communications. This grant provides grantees with the resources required for implementation of the National Preparedness System and working toward the National Preparedness Goal of a secure and resilient nation. The County has received funding from this grant program since 2002.

Expected Impact:

If accepted, the County will utilize $47,266 of State Homeland Security Program applications for the Harris County Sheriff’s Office Marine Unit and Special Response Group to impact the County's ability to detect, prevent, mitigate, respond, and recover from terrorist events and other emergencies. This amount includes $2,251 in management and administrative costs for the County Judge’s Office.

Alternative Options:

Without this funding the County would need to find alternate funding, possibly utilize general funds, to maintain a robust Homeland Security Program.
