Background and Discussion:

The Halls Bayou P118-00-00 Mainstream Improvements project was initiated by the Harris County Flood Control District (HCFCD) to address long-standing flooding issues in the Halls Bayou watershed, where thousands of homes have repeatedly flooded during major storms such as Tropical Storm Allison in 2001 and Hurricane Harvey in 2017. As part of the Halls Bayou Bond Implementation Program and building upon the 2013 “Halls Ahead” Vision Plan and the 2019 Phasing Study, this project focuses on channel conveyance improvements to reduce flood risk. The current analysis refines the 2021 Alternative Analysis by Lockwood, Andrews & Newnam, Inc., which identified the preferred design alternative, and incorporates necessary design modifications while minimizing right-of-way, environmental, and utility conflicts. In total, the project extends 1.3 miles along Halls Bayou, downstream of Hopper Road, and is supported by previously constructed detention basins that provide mitigation for the planned improvements.

Expected Impact:

The acceptance of this PER will allow the Flood Control District to move into the design stage of the recommended project, once the necessary funding is in place, and to finalize the design so that the project can be bid and constructed.

Alternative Options:

The alternative should this PER not be approved is that the Flood Control District will not proceed to the design phase of our project lifecycle.
