Background and Discussion:

The Westheimer Parkway Public Safety Enhancements project in Precinct 4 will provide improvements to pedestrian and bicycle safety, accessibility, and connectivity along Westheimer Parkway. The project includes approximately 0.5 miles of 10-foot-wide asphalt shared-use trail, a signalized pedestrian crossing, ADA-compliant ramps, and drainage improvements connecting Freedom Park to the existing George Bush Park trail system. The project is supported by $468,894 in Highway Safety Improvement Program (HSIP) funding. The purpose of this Court action is to obtain approval to award the construction contract to the lowest qualified bidder, MC2 Civil, LLC. Funding for the project includes a $468,894 HSIP grant, a $1,000,000 contribution from Fort Bend County, and the remaining balance of $121,074 to be funded by Harris County Precinct 4.

Expected Impact:

The project will improve pedestrian and bicycle safety, accessibility, and connectivity along Westheimer Parkway by providing a dedicated shared-use trail, ADA-compliant pedestrian facilities, and a signalized crossing connecting Freedom Park to the existing George Bush Park trail system.

Alternative Options:

Precinct 4 would be required to determine other options and resources for construction of the trail improvements.
