title
Transmittal by the Office of the County Engineer of a grant application submitted to the Federal Emergency Management Agency via Texas Division of Emergency Management for grant funds in the amount of $2,215,072, with a local match of $738,357 from Precinct 2, for the FEMA/TDEM Hazard Mitigation Grant Program (HMGP) - FEMA DR-4781 - April/May 2024 Severe Storms Power2Communities generator project.
end
Background and Discussion: Harris County Precinct 2 is submitting a grant application to the Federal Emergency Management Agency (FEMA) via the Texas Division of Emergency Management (TDEM) under the Hazard Mitigation Grant Program (HMGP) to enhance power infrastructure at three community centers: Leonel J. Castillo, Clear Lake Activity Center, and Mangum-Howell. The Power2Communities generator project will improve power infrastructure by installing and/or upgrading permanent standby generators. The generators will provide power for lighting, HVAC, communications, and refrigeration which will enable each community center to serve as a reliable cooling/warming station, emergency charging hub, and distribution site for essential supplies.
Expected Impact:
The Power2Communities generator project will enhance power infrastructure by installing backup generators to ensure operational continuity during emergencies and extreme weather events. This project will provide safe, accessible, and fully powered locations to meet evolving community needs in the face of increasingly frequent and severe hazard events.
Alternative Options:
If Harris County does not submit this FY 2025 FEMA via TDEM DR-4781 grant application, the total proposed project cost $2,953,429.82 would have to be funded locally.
