Background and Discussion:

Harris County intends to provide improvements to Blackhawk Boulevard from Scarsdale Boulevard to South Sam Houston Parkway East, within Precinct 2 including sidewalks, replacing damaged roadway pavement, new curb ramps, etc.

This change order is tied to PCO 6 and 7.

PCO-6: During construction, Bid Item No. 052 (Adjusting Utility Ground Boxes and Water Valves) increased from 34 EA to 89 EA, resulting in a 55 EA overrun due to additional utilities encountered in the field, most of which were not identified during the design phase as well as elevation adjustments required to meet final sidewalk grades.  A site visit on 12/08/2025 with HC-OCE, the EOR, and the Contractor verified the final quantity.  At the contract unit price of $500 per EA, the additional 55 EA results in a change order amount of $27,500.00.

PCO-7 addresses quantity overruns due to revised Type 7 curb ramp configurations, replacement of missing and non-ADA-compliant driveways, and removal/replacement of non-compliant curb ramps at various locations.  All changes were required to meet field conditions and ADA compliance. Quantity Overruns includes the following Bid Items:

•                     Bid Item No. 4: Removing Concrete: 134.43 SY ($2,016.45)

•                     Bid Item No. 14: Class C Concrete (Retaining Wall): 0.51 CY ($561.00)

•                     Bid Item No. 15: Concrete Curb (6-Inch): 44 LF ($220.00)

•                     Bid Item No. 17: Concrete Driveway (6-Inch): 134.43 SY ($12,501.99)

•                     Bid Item No. 20: Concrete Curb Ramp (4½-Inch, Type 7): 10 EA ($17,500.00). Total additional cost due to quantity overruns PCO-7 is $32,799.44

Summary of PCO-6 & PCO-7: This Change Order increases the project cost by $60,299.44, representing approximately 2.27% of the total project budget, with no extension to the contract duration.

Expected Impact:

The changes add additional cost to the contract, ensuring the project aligns with its originally intended objectives. This change order adds $60,299.44 to the project contract amount and with no additional days added.
