Background and Discussion:

The Behavioral Health impacts of the COVID-19 pandemic have been profound. Harris County residents have

experienced an increase in stress, mental health crises, substance use-related deaths, suicides, and more. Harris County approved eleven Behavioral Health awards funded through American Rescue Plan Act (ARPA). These programs

invest in programs in the following categories:

• Behavioral health workforce programs

• Counseling for youth & families

• Substance use disorder treatment

In 2023, The Montrose Center was awarded $1,003,100 in funding as a part of the Behavioral Health Workforce initiative to increase access to culturally competent mental health services by recruiting and retaining fully licensed therapists as well as providing training opportunities to improve the quality of service provided to the community.

Following a recent budget review and in collaboration with the Montrose Center team, it was determined that these funds are no longer needed to support their project. The primary cost driver for the Montrose Center initiative, biannual incentive payments, are projected to come in below initial estimates, resulting in available surplus funding.

Expected Impact:

The current contract amendment will allow for these funds to be reallocated and expended prior to the ARPA spending deadline of December 31, 2026.

Alternative Options:

If the court chooses not to approve the current contract amendment, these funds will remain tied to the current contract and will not be available for reallocation.
