Background and Discussion:

The purpose of this transmittal is to request the acceptance of the Preliminary Engineering Report (PER)  titled  Keegans Stormwater Detention Basin to continue with the full implementation of the project. This project is generally located along Keegans Bayou, near the confluence of D118-14-00, between Synott Road and S. Dairy Ashford in the City of Houston. The purpose of this project is to reduce flood risk to the Keegans Bayou watershed by reducing water surface elevations (WSELs) along Keegans Bayou near the D118-14-00 confluence. After evaluating three alternatives, alternative 1 was selected as the recommended alternative. It consists of three basin compartments providing 437 ac-ft of stormwater detention storage, as well as channel improvements along D118-14-00, and will be implemented in three phases.  This project scores in the first quartile of the 2022 prioritization framework.

Expected Impact:

The project will provide 437 ac-ft of stormwater storage detention through three basin compartments, benefiting 560 structures, 300 acres, and 3.9 miles of roadway for the 100-year storm event.

Alternative Options:

The alternative should the PER not be approved is the Flood Control District will not be able to proceed with the full implementation of the project and flood risk will remain the same.
