Request by Housing and Community Development for approval to execute on behalf of Harris County a consulting agreement with First Residential Texas in relation to Homeowners Associations (“HOA”) for two single family developments: Providence Place and Orchard Place with appropriation for each agreement in an amount not to exceed $4,750.00.

Background and Discussion:
First Residential Texas will support the shared spaces across each of the Harvey CDBG-DR-funded single-family acreage developments (Providence Place or “Ella” in Spring and Orchard Place or “Vista” in Pasadena) through establishment and management of the Homeowners Associations (“HOAs”). HCD’s partnership with First Residential Texas will support the HOAs in the first few years of existence, while balancing affordable costs for the low-to-moderate-income homeowners living in these developments.
Separately, these acreage development projects are funded through partnerships with the Texas General Land Office (“GLO”) and the Department of Housing and Urban Development (“HUD”) in the Harvey CDBG-DR program and will fulfill key recovery and affordable housing stock strategic goals. The leading objective of this program is to increase the supply of decent, safe, affordable housing across Harris County.
Expected Impact:
Appropriation for each agreement in an amount not to exceed $4,750.00 utilizing HCD’s existing program income dollars generated from ARPA Affordable Housing transactions.
Alternative Options:
If these homes are not constructed for the SFNC program, HCD will be less able to provide affordable newly constructed homes to LMI homebuyers that were directly or indirectly impacted by Hurricane Harvey and face financial challenges to become a homeowner.
