Background and Discussion:

The request will allow Harris County to initiate the study, design and bid phases with Concept Engineers Inc to provide professional engineering services to develop the engineering plans for the necessary maintenance / replacement of the damaged bulkhead at Lake Clear Park. The existing Bulkhead is in urgent need of repairs long overdue because of extensive damage caused by the repeated impacts of frequent storms and severe weather conditions. In addition, the shore front adjacent to the two boat ramps has been severely eroded over the years and is slowly extending further into the parking lot as the water from the waves washes away the soil supporting the parking lot above it.  After the necessary repairs hand rails are required at the boat ramps for safety purposes .

Expected Impact:

The construction project will result in the urgently required maintenance work to replace, repair, support and stabilize the existing bulkhead, address the shore front erosion and provide the safety hand rail at the boat ramps. This will not only improve and increase the protection that the wall provides against the wave action but will also address the slow deterioration of the parking lot (excessive cracking and failing of pavement) so all the parking spaces are safely available. The repair of the shore front will make the boats ramp safe and protect the area of the parking lot above so trucks towing boats can come close to the ramp and boats can be launched safely. Overall, the repair and maintenance work will have a positive impact and create an enhanced environment for the constituents to enjoy the nearby parks and Boat launches

Alternative Options:

If no action is taken the bulkhead will continue to deteriorate and water will continue to infiltrate though the damaged wall causing the parking lot to pavement to crack and eventually cave in as the soil is washed away. The safety benefits associated with the initiation of the project will not be achieved and in case of another major storm the damage to the parking lot and adjacent area may be catastrophic. The recreational attraction of the park will be negatively impacted.
