Background and Discussion:

The project is located within the Addicks Reservoir Watershed in northwest of Harris County. The Westfield Pines and Westfield Village Subdivision consist of an existing underground storm sewer system that drains through existing outfalls to the U102-04-00 channel. The scope and proposed improvements include upsizing existing storm sewer pipe and construct two temporary swales to divert overland flows. A new detention pond will also be required for mitigation. Construction of these improvements to be performed by Precise Services, Inc, ensures that the project is built in accordance with Harris County and Harris County Flood Control regulations.

The Change in contract includes the following:

Quantity Adjustment: The line items are adjusted to reconcile overrun and underrun quantities on the project for completion of the proposed scope of work.

•                     The increase of quantities on overrun Line Items# 1-6, 8, 10, 17, 18, 20-23, 27-29, 33, 35, 39-43, 47, 55, 56, 58, 64, 72, 76, 79, 84, 88, 93, 113, and 114 for an addition in the amount of $331,745.78.

•                     The decrease of quantities on underrun Line Items# 19, 24, 78, 81, 92, 95, 100-104, 107, 111, and 112 for a deduction in the amount of $49,133.31.

•                     Added 37 calendar days to the project time for resolving the utility conflicts in the project.

The above additions and deductions result in a net change in the amount of $282,612.47 and 37 days.

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Westfield Pines and Village Subdivisions.

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
