Project Description:

The project aims to purchase new operational vehicles and equipment for Harris County Commissioner Precinct 4. Given the aging state of the current fleet and equipment, this project is needed to enhance operational efficiency. Additionally, the expansion of the Precinct’s service area resulting from redistricting raises the need for additional new vehicles and equipment to meet the growing demands of operations. New generators are also needed to support critical community centers that serve as emergency sites and distribution sites during emergency operations.

Anticipated Project Expenditures and Timeline:

The Fleet and Equipment Acquisition and Replacement project aims to enhance operational efficiency and reliability within Precinct 4’s operations. The anticipated fleet and equipment items, detailed below, are strategically designed to elevate performance and meet evolving demands, including emergency operations.

Justification & Alternatives:

In alignment with the new County policy on non-voted commercial paper, we seek an allocation of $2,500,000 in FY25 for the acquisition of vehicles and equipment, including building generators and ice trucks. With Precinct 4's expansion to over 50 parks, including major additions like Bear Creek (2,154 acres), George Bush (7,800 acres), and John Paul Landing (876 acres), there is a continued demand for operational equipment. The current equipment capacity falls short, hindering our ability to meet increased maintenance needs. Acquiring new vehicles and equipment, including a new bus for emergency operations support, is essential to reducing reliance on older, frequently maintenance-prone machinery, ensuring efficient operations and proper upkeep of our extensive park portfolio, as well as ensuring adequate support to the community in the case of emergency operations.  Additional capital for computers is needed as many existing laptops in use are not upgradeable to Windows 11.

Alternatives and Engagement:

One possibility involves persisting with the current equipment or leasing for in-house operations, The more favorable alternative is to invest in new equipment. Opting for leasing would incur heightened costs and operational expenses for the Precinct.  Moreover, the absence of acquiring new equipment could potentially result in service request backlogs, given the limited capacity of the existing assets.
