Background and Discussion:
Request for approval of an agreement with LJA Engineering, Inc. to perform design, bidding, and construction phase services for Phase 2 of the two-phase Dinner Creek Detention Basin project (U-520-01-00-E005).
Phase 2 involves expanding the existing northwest stormwater detention basin and converting it to a wet-bottom basin. Additionally, a new northeast wet-bottom detention basin and associated infrastructure will be constructed. These improvements align with previous preliminary design efforts to reduce flood risk for downstream residential areas.
The project site is located southeast of FM 529 and Greenhouse Road, along Dinner Creek, a tributary of Langham Creek in the Addicks Reservoir watershed in northwest Harris County. The entire project falls within the City of Houston's ETJ and Harris County Precinct 4.
This project is anticipated to be funded using CDBG-MIT funds. This project occurs in the 3rd quartile under the 2022 Prioritization Framework approved by the Commissioners Court.
Expected Impact:
The project seeks to reduce flood risks and strengthen resiliency in the Addicks Reservoir watershed by further reducing flood risk in conjunction with the Phase 1 project for approximately 200 residences downstream of the Project along Langham Creek just west of SH6 and south of W Little York Rd.
Alternative Options:
The alternative to approving this item would be not to approve the agreement for engineering services, which would not provide additional flood risk reduction as proposed.
