Request by the Flood Control District for approval to accept from the Federal Emergency Management Agency (FEMA) through the Texas Division of Emergency Management (TDEM) grant funds in the amount of $9,886,000, with a required cash match of $21,717,349, for the Poor Farm Ditch Conveyance Improvements Program (Brays Bayou Watershed, Bond ID C-12, Project ID’s D111-00-00-C001 & D111-00-00-C002, Precinct 1).

Background and Discussion:

It is recommended that the Flood Control District be authorized to accept the grant award funds from the Department of Homeland Security (DHS) Fiscal Year 2023 Pre-Disaster Mitigation (Congressionally Directed) Grant Program to fund the construction of channel improvements (Project ID’s D111-00-00-C001 and D111-00-00-C002) along Poor Farm Ditch in the Brays Bayou Watershed.  The design for this project is 95% complete and was pending identification of construction funding in order to proceed.  The cities of West University Place and Southside Place are each contributing $150,000 towards the design of this project and will cover the costs of any requested aesthetic enhancements by the cities.  The Flood Control District will fund the remaining design effort locally outside of the grant.

The proposed Project ID’s D111-00-00-C001 and D111-00-00-C002 Poor Farm Ditch Conveyance Improvements project will further reduce riverine flood risk in the 1,330 acres of the Brays Bayou watershed served by the channel. The benefit area for this project includes the cities of Southside Place and West University Place.

The funding is available specifically for this project in the FY23 Federal Budget and was submitted by Congresswoman Lizzie Fletcher, representing the 7th District of Texas.

Expected Impact:

The Flood Control District will utilize its resources and applicable consultants during the design and construction phases of the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.

Alternative Options:

The alternative is to not to accept the grant funding, wherein existing flooding risks remain in place, or the project will need to be entirely funded with local funding.
