Background and Discussion:

The American Rescue Plan Act of 2021 (ARPA) appropriated $5 billion to communities across the U.S. to provide housing, services, and shelter to individuals experiencing homelessness and other vulnerable populations. These funds were allocated by formula to jurisdictions that qualified for funding through the HOME Investment Partnerships Program (HOME Program) from the U.S. Department of Housing and Urban Development (HUD). HUD awarded Harris County $16,747,366 in HOME-ARP funds to provide homeless assistance and supportive services through eligible activities that include acquisition and development of non-congregate shelter, tenant based rental assistance, supportive services, affordable rental housing, administration and planning, and nonprofit operating and capacity building assistance. HOMEARP funds must be used primarily to benefit individuals or families from “qualifying populations” that include sheltered and unsheltered homeless populations, persons at the risk of homelessness, those fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking, other families requiring services or housing to prevent homelessness, and those at greatest risk of housing instability.

On April 26, 2022, Commissioners Court approved the HOME ARP Allocation Plan to be submitted to HUD as a substantial amendment to the PY2021 Action Plan. The substantial amendment allowed access to the HOME-ARP grant program administration and planning portion of the funds. HUD approved the HOME-ARP Allocation Plan in 2022 and now HCD has access to the remaining HOME ARP funds to be used for project activities listed in the HOME ARP Allocation Plan.

Now, HCD wishes to substantially amend the HOME ARP Allocation Plan to remove the expansion of permanent supportive housing, capacity building and operating expenses project categories. The amended HOME ARP Allocation Plan will include tenant-based rental assistance and supportive services. The updated project categories will allow HCD to fund projects that will lose funding when Treasury ARPA funded projects expire in December 2024 and expend funds before the expiration date of September 30, 2030.

Expected Impact:

Approval of the HOME ARP Substantial Amendment will allow HCD to provide rental and supportive service assistance to 300 eligible residents in Harris County.
