Justification & Alternatives:
This project supports Office of the Purchasing Agent, Asset & Materials Management division’s operational, legal, and safety responsibilities by replacing warehouse shelving units that are fully depreciated and beyond useful life. Many existing units are more than 20 years old, are not anchored to the floor, and have compromised structural components with temporary field repairs. These units are used to store heavy inventory loads, creating a material safety risk to personnel, County property, and continuity of operations.
Replacement and renovation will improve inventory control, storage safety, and operational efficiency while supporting audit readiness and stewardship of County assets. The Purchasing function includes oversight of County property and inventory accountability, including transfer and redistribution of usable supplies and materials to prevent unnecessary purchases. Modernized shelving infrastructure is necessary to safely store, track, repurpose, recycle, and prepare items for redistribution or auction. Project supports Harris County Strategic Goal 5:
• R: Enhance disaster preparedness, response, recovery, and resiliency through safer warehouse storage and improved inventory readiness.
o T7: Establish a sustainable purchasing policy for County procurement through asset reuse, repurposing, recycling, and auction practices.
o T8: Improve reporting and measuring of County waste stream through stronger inventory tracking and disposition management.
• T: Reduce GHG emissions from County operations by 40% by 2030.
o H4: Consistently embed sustainability considerations in the project planning and design process.
By improving warehouse storage conditions and inventory handling processes, the County strengthens emergency readiness, reduces asset loss and disposal waste, and increases the ability to reuse and recover value from County property. This is a statutorily mandated operation.
Alternatives considered included continued patch repair of existing shelving and deferred replacement. These options do not adequately address structural safety concerns, anchoring deficiencies, or the ongoing risk of equipment failure underload. Deferral also increases the likelihood of injury, property damage, inventory loss, operational disruption, and higher long-term replacement costs.
Stakeholders:
The primary stakeholders are the Purchasing Division staff, all Harris County departments, and community members. Building Operations Services and Fire Marshall’s Office has been consulted to evaluate space and safety of the project scope to ensure compliance with County standards and alignment with operational needs.
