Justification & Alternatives:
The proposed investment is necessary to ensure the long-term protection of Precinct 4’s fleet and facility assets. The new roof system includes:
• Energy efficiency through a high-reflective, 60 mil TPO membrane compliant with City of Houston standards.
• Enhanced insulation to R-11.2, reducing future cooling and heating costs.
• A ½" Securock gypsum cover board, providing improved hail and fire resistance.
• A 20-year manufacturer warranty, minimizing lifecycle maintenance costs.
• New 24-gauge prefinished gutters and downspouts for improved drainage and corrosion resistance
The project enhances resilience, energy performance, and visual integrity of the facility while aligning with long-term infrastructure stewardship goals.
Maintaining the current roofing system is not viable. The existing roof shows signs of degradation that, if left unaddressed, may lead to leaks, higher HVAC usage, and damage to building interiors and operational assets. Temporary patching is not cost-effective over time. Prior repair efforts have proven insufficient to extend the lifespan of the existing roof. A full tear-down and rebuild is not cost-effective and would exceed current budget allocations. Instead, employing more modern materials and energy-efficient solutions is recommended to meet and exceed warranty and performance standards.
