Background and Discussion: Request the approval for a contract award for the Supply of Various Trees for the Harris County Flood Control District to the best low bid, High Branch, Inc. and the second low bid, Magnolia Gardens Nursery. The Harris County Flood Control District plants between 12,000 and 15,000 trees annually as a part of its Forest Establishment Program.  A reliable and consistent source of trees is needed to support the program.  The District was also recently awarded a Federal grant that requires Federal procurement procedures to be followed for all service and supply contracts to be eligible for reimbursement within the grant.

 

Expected Impact:  Large numbers of trees will be planted along HCFCD Rights-of-Way primarily within disadvantaged communities identified by the Climate and Economic Justice Screening Tool.

 

Alternative Options: To access the awarded grant funding this contract is needed.  Not utilizing a supply contract that follows Federal procurement procedures would jeopardize the entire grant award.
