Background and Discussion:

Following a disaster, the Office of the County Engineer is tasked to remove debris from the Right of Way (ROW) and conduct route clearance in the Harris County Integrated Emergency Management Plan. This effort supports the Precincts who have primary responsibility. Route clearance and debris management is the first and most-visible sign of post-disaster recovery. The debris hauler contract is a $0 contract (contract value is $56,047,881). The contractor does not mobilize until Commissioners Court approves funds; this is often done during an emergency court session following a disaster. If a Federal Disaster Declaration occurs, the contract is reimbursable by FEMA

Expected Impact:

If the contract is no extended, Harris County could possibly enter the 2026 hurricane season without a method to support Precinct debris operations. This will significantly impact the pace of recovery for the County and its residents.
