Transmittal by Universal Services of an update on upgrading JWEB.
end
Background and Discussion:
This transmittal is to inform Commissioners Court with details of a planned JWEB system upgrade scheduled for Sunday, May 17, 2026, as part of Harris County’s continued investment to modernize the County’s most critical justice support system and to enable enhanced system reliability and availability.
The upcoming upgrade has been planned and discussed with our Justice and Law Enforcement partners, and the proposed date and time has been finalized in collaboration with all affected stakeholders. The IJTC Board members include DAO, CA, DCO, CCL, HCSO, PDO and US. The larger community of JWEB users includes all Justice and Law Enforcement entities within Harris County, and many externals to Harris County agencies. The proposed upgrade has been communicated in Change Advisory Meeting with all technology liaisons within the stakeholder community. Additional communications have happened in technology working groups, via meetings and emails, and in the monthly as well quarterly board meeting.
This JWEB upgrade or infrastructure modernization step will involve upgrading our database systems, i.e., SQL Server, to strengthen the platform's performance, stability, and resilience. This is a required step before any modernization steps are undertaken. Beginning at 5:00 a.m. Sunday, May 17, JWEB will be unavailable for up to 12 hours during the maintenance window. While the team has done a great due diligence in addressing the testing within US as well as with stakeholders, as you may know, there are several unknowns due to the lack of documentation from the prior implementation. We are recommending that impacted departments prepare for an extended outage in advance in case we run into unknown challenges. Finally, the project will not alter any existing screens, workflows, or system functionality. The upgrade is focused entirely on enhancing the underlying infrastructure database that supports JWEB’s performance, stability, and security posture, whilst ensuring the platform continues to serve the justice community across Harris County reliably. Upon completion, all data and functionality will be fully restored with no information loss. The final testing is in progress with US and all stakeholders within IJTC. Based on the testing results the decision to go live will be made on May 13, 2026.
IJIS will execute the agreed-upon communication plan with stakeholders.
Expected Impact:
The upgrade will upgrade the database for the JWEB system.
Alternative Options:
Without an upgrade, the system will be out of compliance both with the software and security, posing a risk of extended downtime with no support from the vendor.
