Background and Discussion: As part of its American Rescue Plan Act (ARPA) child care work, Harris County - together with the City of Houston - established a working group of child care providers and other key stakeholders to advise on its investments. A key investment area established by this working group was the need to improve the current enrollment system for the Gulf Coast child care subsidy program. This program is the only public funding available to support family’s ability to quality child care. This recommendation was acted upon by the ARPA Child Care Focus Area Team and the initial process analysis for this enrollment system was approved by a majority of ARPA Steering Committee Members on April 13, 2022.
Consulting proposals were requested from vendors previously selected under Job No. 210317 and evaluated by a cross-functional selection committee. PFM Group Consulting LLC proposed a four-month engagement as detailed in the attachment and was selected by the committee.
Harris County will collaborate with the Gulf Coast Workforce Board on this project. The Gulf Coast Workforce Board, also known as Workforce Solutions, will work with Harris County and PFM Group Consulting LLC to ensure that the vendor has access to the necessary data and individuals to complete this analysis.
Expected Impact: This engagement will deliver an analysis of the current state of the enrollment system for the Gulf Coast child care subsidy program, which is administered by Gulf Coast Workforce Board, as well as an articulation of how the board can improve upon its current system.
