Project Description:
The Burnett Bayland Park Phase 1 Project is a major Precinct 4 initiative to redevelop and enhance Burnett Bayland Park into a signature community destination for the Gulfton area. The project will deliver an improved and expanded set of recreational amenities, including a new event lawn, playground, multi-purpose courts, soccer fields, and additional supporting park features.
Design Phase 1 focuses on completing the full design and pre-construction preparation required for this multi-faceted redevelopment, including coordination across disciplines and the use of a constructability reviewer. This phase will also cover one month of construction invoicing for FY25 to keep the project on schedule.
The overarching goals of the project include revitalizing the surrounding community, improving accessibility and connectivity, creating a safe and inclusive public space for all residents, delivering high-quality park assets, connecting people to nature, and supporting an enhanced quality of life for the Gulfton community.

Justification & Alternatives:
Installing Public Wi-Fi and Emergency Panic Stations at Burnett Bayland Park will ensure Harris County residents have access to wireless services and feel safe. Without these services, residents' safety and connectivity will be compromised. The hardware will support new employees and enhance server redundancy, enabling P4IT to continue providing essential IT services to HCP4 employees. Without this equipment, proper IT services cannot be maintained in the second half of the year.
