Background and Discussion:

Human Resources & Talent has received the signed voluntary payroll deduction agreement for the Asian American Peace Officers Association, which is a bona fide employee association qualified for exemption under Internal Revenue Code 501(c)(3).

The required process for authorizing such a deduction is contained in Texas Local Government Code Chapter 155, Subchapter A, and is implemented through County Auditor Procedure L.2-6, Establishment of New Voluntary Payroll Deductions for Harris County Employees. This procedure outlines the review, approval, and agreement processes for establishing new voluntary deductions for employee associations or charitable organizations.

In accordance with the procedure, the County Attorney’s Office has prepared the formal voluntary payroll deduction agreement, which has been reviewed and signed by the requesting entity. Upon final approval by Commissioners Court, the County Auditor’s Office will amend Form 777 (Payroll Deduction Agreement) to include the Asian American Peace Officers Association and coordinate setup of the new deduction type within the payroll system.

Pursuant to Local Government Code Chapter 155 and Procedure L.2-6, the Association will be responsible for payment of all administrative setup and processing fees as determined by the County Auditor’s Office.

Approval of this agreement will provide employees with an additional voluntary payroll deduction option supporting a recognized employee association.

Expected Impact:

Provides employees with an additional payroll deduction option supporting a recognized employee association.

Alternative Options:

The County can choose not to approve the organization, and the organization will not be available for employees to choose as a voluntary payroll deduction.
