Background and Discussion:

Expansion of the Existing Harris County Sheriff's Office (HCSO)Vehicular Crime Processing Facility located at 310 Fisher Road in Humble, Texas was submitted to the Harris County's Office of Budget Management (OMB) for consideration as part of the 2022 Public Safety Bond - Proposition A and approved. Harris County Engineering Department (HCED) subsequently engaged professional services to define the scope of work and provided an estimate of project costs.

The existing property was acquired by Harris County in 1958, served as a Precinct Road and Bridge Camp until they outgrew the facility, at which time it was transferred to the HCSO. The HCSO has operated the facility to examine stolen, vehicles to collect forensic evidence and store vehicles for further disposition. The buildings need to be refurbished, the layout is not conducive to the facility's core function and does not provide for public access.

In order to provide for a functional layout, continuity of operations during construction and provide for the required storm water detention, additional adjacent property is required.

Expected Impact:

Provided that the additional adjacent property is acquired, new buildings and support facilities can be constructed while allowing the existing functions to continue. The cost of these improvement has been estimated to be less than the refurbishment of the existing buildings and provide more space. The project will also provide for separation of the public/ law enforcement areas and allow the facility to adhere to the current Building Code, ADA, and energy efficiency requirements. Additional covered areas will provide for improved storage and processing of impounded vehicles.  Site grading and on-site storm water detention will address current drainage problems.

Alternative Options:

If additional property for the facility is not acquired, the cost of the project and the duration to construct the improvements will increase; and there is a possibility that that drainage easement would need to be obtained or storm water detention capacity would have to be purchased from another governmental agency.
