title

Request by the Flood Control District for approval to submit an application to the Federal Emergency Management Agency for grant funds in the amount of $500,000, with no required match, for the FY26 Cooperating Technical Partners (CTP) Grant Program (Countywide).

end

Background and Discussion:

It is recommended that the Flood Control District be authorized to apply for grant award funds through FEMA’s Cooperating Technical Partners (CTP) program. The CTP Program provides funding to eligible partners to perform flood hazard mapping and other technical activities that support FEMA’s National Flood Insurance Program (NFIP) and Risk MAP objectives. The proposed project will support technical flood mapping and review activities throughout Hariss County. The total requested federal funding is $500,000, and no local cost share is required under the FY2026 CTP Program.

Expected Impact:

This grant will support the Flood Control District's participation in FEMA's CTP Program by funding eligible technical activities that support the National Flood Insurance Program (NFIP) and Risk MAP objectives. The proposed project will provide technical review and flood hazard mapping support to improve the accuracy and quality of flood risk information used throughout Harris County. These efforts will assist FEMA and the Flood Control District in maintaining current flood hazard data, supporting informed floodplain management decisions, and enhancing the administration of the NFIP.

The Flood Control District will utilize its staff resources and applicable consultants to perform the technical work and administer the cooperative agreement in accordance with Harris County policies, applicable state and federal laws, and FEMA grant requirements.

Alternative Options:

The alternative is to not apply for the grant funding, wherein existing flooding risks remain in place, or the project will need to be entirely funded with local funding.
