Background and Discussion:

Harris County has provided Family Community Supervision Services in partnership with the Office of the Texas Attorney General for more than fifteen years.  Parents who have violated court ordered injunctions, parenting time or child support obligations must report monthly and demonstrate compliance with certain conditions.  In addition, the officer monitors referrals to random drug testing, parenting classes, substance abuse intervention, education classes and employment assistance. Over 2600 parents are on probation through this program.  This contract reimbursed the County for expenses associated with supervising Title IV-D child, medical and dental support cases. The contract would be effective September 1, 2021.

 

Expected Impact:

 

Community supervision offers another effective enforcement tool that ensures consistent financial support and parenting time for Harris County children.   The OAG pays $49.93 per case per month for services through the County’s general fund that will offset salaries and expenses.    Individuals placed on community supervision are not incarcerated, which costs the County approximately $75.00 per day.  Supervision allows individuals to maintain employment and meet financial obligations.  Supervision eliminates the need for additional court hearings, thereby reducing court dockets.  The goal is to ensure the consistent and timely payment of child support from obligors who have shown a propensity not to maintain their child support obligation.  The Contract brings in $1,037,489 annually which is deposited into the County General Fund, but all expenses are paid by the General Fund.

 

Alternative Options:

The alternative is to refuse this funding and provide the services with no reimbursement or to refuse this funding and no longer provide community supervision in family law cases.
