Background and Discussion:

In 2019, Harris County Commissioners Court approved a Prioritization Framework for the Implementation of the Harris County Flood Control District 2018 Bond Projects. The framework was updated in 2022 with input from the Community Flood Resilience Task Force to create the Prioritization Framework for Allocation of Funds from the Harris County Flood Resilience Trust. These frameworks were created for specific purposes and are not currently applied to all flood risk reduction projects undertaken by the Flood Control District.

 

At the request of Harris County Commissioner’s Court, this item ensures that all new flood risk reduction projects will be assigned an estimated prioritization score using the 2022 Framework based on the best available information on the project cost, benefits, and other relevant details. Because the scores will be estimates, they will be presented for informational use as “quartiles” as follows: Fourth Quartile (0 - 2.5) / Third Quartile (2.51 - 5.0) / Second Quartile (5.1 - 7.5), First Quartile (7.51 - 10).  Prioritization scores will be assigned to Harris County Flood Control District projects focused on capacity and conveyance improvements; scores will not be assigned to projects that may not have direct flood reduction benefits, such as floodplain preservation, right away acquisition, voluntary home buyouts, wetland mitigation banks, channel maintenance activities, or projects that are studies or investigations. It is also important to note that the 2022 Prioritization Framework does not take into consideration regulatory requirements or legislative considerations related to grant or federal partnership criteria.  The Flood Control District recognizes the need to continue to develop / refine tools to advance the “worst first” approach and consider the holistic, comprehensive benefits of a project, and recommends additional tools be developed as part of the Flood Resilience Planning effort that is slated to start in 2023. 

 

Expected Impact:  Providing score quartiles will provide information to compare existing projects and add transparency into how projects align with County priorities
