Background and Discussion:

This agreement will fund the Cloverleaf Area Drainage Improvements in the Carpenters Bayou Watershed. The 89th Texas Legislature allocated funds in Senate Bill 1 to the Harris County Flood Control District. Senate Bill 1 was signed by the Governor on June 22, 2025, and will be effective on September 1, 2025.  This allocation from the Texas Legislature is being obtained through the Texas Water Development Board.  The project in Senate Bill 1 is the Carpenters Bayou Watershed Improvements.

 

Expected Impact:

This agreement will fund construction of the recommended detention mitigation solution. The Cloverleaf Area Drainage Improvements Project will improve the internal drainage systems and related infrastructure that convey stormwater from the Cloverleaf subdivision to Carpenters Bayou. As part of the project, roadside drainage ditches in the neighborhood will be desilted, regraded, and/or resized to increase stormwater carrying capacity and reduce street flooding in the area. The recommended alternative is expected to include the construction of a stormwater detention basin and an underground drainage culvert; however, the location of this detention basin is not yet known, and property acquisition has not yet been completed. The design team also will analyze the viability of inline detention, providing mitigation storage volume within the proposed culvert.

 

Alternative Options:

The alternative to approving this item would be to not accept the grant funding, wherein existing flooding risks remain in place, or the project will need to be entirely funded with local funding.
