Background and Discussion:
The project is in northwestern Harris County inside IH-610 and within City of Houston limits. The purpose of the Harris County Flood Control District’s proposed project is to offset additional flows being rerouted by the City of Houston project from Turkey Gully (E106-00-00) into White Oak Bayou (E100-00-00) via proposed storm sewer box culverts. The Flood Control District has completed preliminary engineering activities, including a supplemental technical memo. Approval is sought for an agreement with Isani Consultants, L.P. to provide final design services for the Turkey Gully Bypass Stormwater Detention Basin. The project is in the second quartile under the 2022 Prioritization framework approved by the Commissioner Court.
Expected Impact:
The project achieves the main goal of this study, which is to mitigate any adverse impacts due to the City of Houston’s project. The City of Houston estimates that the project will result in the removal of 157 parcels from the flood risk area during a 100-year rainfall event. The Flood Control District will manage the engineering consultant for the design stage of the project.
Alternative Options:
An alternative option is to not continue with design and construction of the project. However, this choice could result in forfeiting the flood risk reduction benefits outlined by the City of Houston project.
