Background and Discussion:

Funded by the Office of the Governor, Criminal Justice Division, the purpose of this grant is to equip peace officers with body-worn cameras. State funds for these projects are authorized under the Texas General Appropriations Act, Article I, Rider 35 for Trusteed Programs within the Office of the Governor. All awards are subject to the availability of appropriated funds and any modifications or additional requirements that may be imposed by law.

Expected Impact:

The Harris County Sheriff's Office and Constable Precinct 4 propose to purchase computer equipment that will help technicians to download and analyze data from the Polaris system currently in place, and also for holsters for officers using the cameras.  The County currently uses the Utility EOS and Polaris In-Car & Body Worn solution, a seamless all-in-one evidence management system (analysis and management),  that includes evidence storage for body worn cameras and various other types of technology.  Specially trained technicians and equipment are needed to retrieve and analyze the data. The special holsters are also needed to attach the BWC device to the SRG Tactical Vest/Body Armor. There is a required match of $39,908.25 which will be met by applying monthly service fees for the EOS system.
