Background and Discussion:

Request by the Office of the Purchasing Agent for approval of an award on the basis of second highest overall evaluation of SpawGlass Construction Corp. for construction manager at risk for the construction of the Harris County Sheriff’s Office Training Academy Expansion for the Office of the County Engineer (250346), following notification from Kitchell Contractors, Inc. that it will not proceed with the Preconstruction Services Agreement, MWBE Contracted Goal: 13.4%.

 

Request for approval to award a contract to SpawGlass Construction Corp., based on the second highest overall evaluation, to serve as Construction Manager-at-Risk (CMAR) for the construction of the Harris County Sheriff’s Office Training Academy Expansion for the Office of the County Engineer. The County, at its sole discretion, may discontinue negotiations and proceed with the next highest-ranked proposer if a mutually acceptable and executable agreement cannot be reached (25/0346). MWBE Contracted Goal: 13.4%.

 

The Harris County Sheriff’s Training Academy, located at 2316 Atascocita Road in Humble, Texas (Precinct 3), opened in 2006. The facility is currently significantly constrained, limiting operations to no more than two BPOC classes per year. On March 27, 2025, Commissioners Court approved an agreement with Brinkley Sargent Wiginton Architects, Inc. for professional design services for the expansion of the Harris County Sheriff’s Office Training Academy Facility as part of the 2022 Safety Bond Program, Proposition A. The planned expansion includes a complementary interconnected building featuring three large classrooms capable of accommodating up to 220 students total.

 

Expected Impact:

Request for approval to award a contract to the CMAR based on the second highest overall evaluation. This will allow the County to engage a General Contractor during the design phases to assist with budget and schedule management, provide constructability reviews, support value engineering, and facilitate the procurement of long-lead items necessary for the expansion of the existing facility to meet future demands.

 

Alternative Options:

The alternative would be to proceed without a CMAR, which would limit access to contractor input during design, including constructability reviews, value engineering, cost estimating, and early procurement of long-lead items. This approach would likely result in a longer overall project delivery schedule.

Request for approval to utilize a CMAR (Construction Manager-at-Risk) delivery method for the Harris County Sheriff’s Office Training Academy Expansion and the Purchasing Agent be authorized to issue a Request for Qualifications (RFQ) and administer the selection of the Construction Manager based on reputation and quality.
