Background and Discussion:

On June 4, 2024, Commissioners Court authorized the solicitation of professional services for preliminary engineering services to develop PS&E packages for pedestrian/bike safety improvements along the toll road system including intersections as part of the Barrier-Free Program.

As part of the implementation of the Barrier-Free HCTRA Program, professional services are needed to implement the pedestrian/bike safety improvement projects along the toll road system including 72 of the intersections identified in the 2022 Active Transportation Study for Intersection Safety Strategies. This document evaluated crash data at 134 intersections and recommended safety improvements to assist in protecting pedestrians and bicyclists.

The Study and Design Phases will adhere to the following (but not limited to other standards or guidelines as applicable): Harris County Engineering Department (HCED), City of Houston (COH), Texas Department of Transportation (TxDOT), AASHTO Guide for Development of Bicycle Facilities design guidelines, and FHWA Bikeway Selection Guide.
