Background and Discussion:

Harris County Precinct 4 seeks to enter into an agreement with the University of Houston College of Optometry, a nationally recognized academic and clinical leader in vision care, to provide free vision screenings for residents at Bayland, Burnett Bayland, and Freed Community Centers. Under this partnership, UH College of Optometry will offer up to 12 screenings annually, provide qualified personnel and materials, and distribute vouchers for uninsured individuals to access services at the University Eye Institute. The agreement outlines the roles and responsibilities of both parties to support expanded access to preventive eye health services at no cost to the County.

Expected Impact:

This collaboration will improve access to essential vision care for Precinct 4 residents, particularly those with limited insurance coverage or barriers to routine eye exams. By leveraging UH College of Optometry’s expertise and clinical resources, the County can provide early vision screening and referrals, helping to prevent avoidable vision issues and improve overall community health. The program supports the precinct’s commitment to equitable, preventive healthcare without creating additional fiscal impact.
