Background and Discussion:

Harris County Public Health (HCPH) plays a critical role in providing essential services to communities and individuals in the County. Accidental drownings, particularly in children, is a serious public health problem that is completely avoidable. According to the Centers for Disease Control (CDC), drowning is the leading cause of death of children ages 1 to 4 years old and the second leading cause of unintentional injury death for children 5 to 14, in the United States.  The Pool Safety Program at Harris County Public Health is actively engaged in protecting its residents from harm by enforcing the Virginia Graeme Baker Act (VGBA), enclosure violations and other state requirements to prevent and eliminate public health hazards associated with the operation of public swimming pools, spas, artificial swimming lagoons, and interactive water features. The CPSC grant allows HCPH investigators to inspect and enforce health and safety laws for approximately 2000 pools across unincorporated Harris County, TX.

Expected Impact:

The Pool Safety Program will provide staffing to enforce VGBA compliance and other state health and safety regulations across Unincorporated Harris County, allowing HCPH to analyze data to identify high-risk operations and proceed with conducting immediate coaching sessions as well as conduct quarterly workshops for operators to obtain compliance with VGBA requirements and other pool health and safety regulations.

Alternative Options:

Not Applicable. This process is required by the Harris County Auditor’s Office in order to extend positions of an existing grant award.
