Request that the County Judge execute an amendment to an agreement with Freese and Nichols, Inc. in the additional amount of $156,747 for continuous services for professional engineering and related consulting services for the Letter of Map Revision Review Program for the Flood Control District (210349), MWBE Contracted Goal: 19.60%.

Background and Discussion:

The Harris County Flood Control District has been a LOMR Review partner with FEMA since 2010.  As part of this partnership, we are given the responsibility to review and process Letters of Map Revision (LOMRs) and Conditional Letters of Map Revision (CLOMRs) submitted in Harris County.  This work is funded entirely by FEMA grants, for which The District applies annually.  On January 25th, 2022, Freese & Nichols, Inc. was selected through an RFQ process to provide review and case processing for processing LOMRs and CLOMRs.  FEMA has awarded us grants in 2023 and 2024 to continue to do this work. A new MWBE goal has been assigned for the Amendment portion of 19.60%.

Expected Impact:

The Harris County Flood Control District would be allowed to utilize grant funding to continue reviewing LOMRs and CLOMRs.

Alternative Options:

The alternative options would be to either suspend the LOMR Review partnership program with FEMA and return their grant money, leaving LOMRs and CLOMRs to be processed by FEMA’s contractors without the benefit of local flooding issues, or to re-bid this work and award it to a vendor selected through a new RFQ process, which would lead to an interruption of LOMR Review services, and therefore a failure to satisfy grant performance metrics relating to case processing deadlines.
