Request by the Office of County Administration for discussion and possible action to direct the Office of County Administration to work with Commissioners Court offices to evaluate the feasibility and value of options to collaborate with a 501(c)(3) nonprofit organization to aid Harris County in the coordination of public-private partnerships and private philanthropy for strategic initiatives.

Background and Discussion:
The Office of County Administration has conducted preliminary research regarding the potential of collaborating with a 501(c)(3) nonprofit organization that could provide a mechanism to pursue and receive eligible private philanthropic funding in support of County initiatives. The preliminary research indicates that additional analysis and stakeholder engagement are needed to determine whether establishing such an organization would be appropriate for Harris County and, if so, what purpose, mission, strategic focus, and organizational and governance structure would best serve the County and its residents.
The Office of County Administration requests direction from Commissioners Court to continue exploring and assessing this opportunity with a workgroup composed of relevant County departments and offices, including Commissioners Court staff. Upon completion of the assessment, the Office of County Administration would return to Commissioners Court with its findings and recommendations.
Expected Impact:
The proposed action will allow Harris County to conduct a comprehensive assessment of collaborating with a 501(c)(3) organization before bringing recommendations to Commissioners Court.
