Request by Housing and Community Development for approval to allocate up to $670,100 for eligible pre-development costs for the Eastex Project, within the previously approved conditional award of up to $6,000,000 in Community Development Block Program Income (CDBG PI) funds for the purchase of real property to be used for multi-family housing development. Background and Discussion:
On December 10, 2024, the Commissioners Court approved for Housing and Community Development conditional award of up to $6,000,000 of CDBG PI or CDBG funds to negotiate acquisitions of purchase of Real
Property and assign the contracts to Harris County Housing Finance Corporation, who acquire the land and initiate a Request for Qualifications process to develop the land for affordable housing.
On March 27, 2025, Commissioners Court approved for Housing and Community Development to approval of purchase agreements and to conditionally award up to $6,000,000 of Community Development Block Grant Program Income (CDBG PI) funds or CDBG funds to the Harris County Housing Finance Corporation for the purchase of two (2) real property sites to be used for multi-family housing development consisting of: (1) an approximate 5.46-acre tract located at 0 Eastex Freeway, Houston, Texas 77039 in Precinct 1; and (2) an approximate 12.8376-acre tract located at 9100 Mills Road, Houston, Texas 77070 in Precinct 3 with CDBG funds in an amount not to exceed $6,000,000 to be transferred, pursuant to an approved Subrecipient Agreement, to the HFC (or, at the election of the HFC, to the applicable title company).
The previously approved acquisition of 9100 Mills Road was cancelled and funds in the sum of $3,486,200 were recaptured and transferred from HFC to HCD. The pre-development costs for the Eastex Project increased from $314,800 to $670,100 and, therefore, HCD requests $356,300 in additional funds be allocated to the project, within the already approved $6,000,000 allocation.
Expected Impact:
$2,870,100 in Community Development Block Grant Program Income, with up to $2,200,000 for purchase of the land and $670,100 in Community Development Block Grant Program Income for due diligence and eligible pre-development costs for the Eastex Project.
Alternative Options:
Without approval, proper usage and successful movement of federal timeliness milestone could be negatively impacted.
