Background and Discussion:

In the wake of Hurricane Harvey, an overwhelming majority of Harris County voters united in support of a transformative $2.5 billion bond measure, launching a more than $5 billion initiative to build a stronger, more resilient Harris County.

Since its approval in 2018, the Bond Program has delivered significant, measurable results: reducing flood risks for thousands of homes and businesses, helping relocate families from high-risk flood-prone areas, increasing the quality of available flood risk data, and maintaining a steadfast commitment to transparency through hundreds of public meetings and community outreach.

This item is submitted in response to Commissioners Court’s directives on June 26, 2025 and July 10, 2025. The Harris County Flood Control District has been meeting weekly as a group with team members from each of the Court offices as well as County Administration staff to review court motions, align on terminology, and clarify work that will be completed as part of the 2018 Bond Program based on court motions. The Q2 quarterly report and associated documentation are available on the Flood Control District’s website at www.hcfcd.org/2018-bond-program.

The Flood Control District is also launching a public-facing dashboard as directed on 6/26/25. Once launched, the dashboard will be available at www.hcfcd.org/2018-bond-program and will provide updates on 2018 Bond Program project status and completion. The dashboard will be updated on a consistent basis as directed by Commissioners Court to provide up-to-date information to the public.

Expected Impact:

This item will advance the County’s goal of improving clarity around the delivery of the 2018 Bond Program.
