Background and Discussion:

Due to the needs dictated by the county’s commitment to advancing its technological infrastructure and bolstering the evolving needs of a rapidly growing and dynamic community, Harris County Engineering hired a

qualified vendor to perform a new countywide pavement condition survey of all county-maintained infrastructure, extraction of County assets, as well as load the data for the County’s Asset Management

System (AMS), OpenGov|Cartegraph.

In advancing our commitment to sustainable asset management practices, the vendor is performing automated continuous, objective, and precise Nondestructive Testing (NDT) for the evaluations of the county’s street network.  The survey includes the extraction of 18 roadside/roadway assets including pavement markings, edge of pavements, curbs, medians, guardrails, sidewalks, Pedestrian ramps, bus shelters/pads, bike racks, signs and sign supports, traffic controllers, streetlights, fire hydrants, ditches,

culverts, inlets, manholes, and catch basins.

The data collection was started in May 2024, and upon kickoff, quantities of assets and miles were increased to complete the countywide data collection. Due to weather events, the data collection was paused until debris was cleared from roadways. These above reasons resulted in an increase in fee and the proposed extension of the agreement.

Expected Impact:

The result will be a current pavement condition dataset which offers the opportunity to be the basis for

maintenance, project, and prioritization decisions for the county.  Using Pavement Condition Index value as the basis for pavement-related decisions will allow the county to build a quantifiable, repeatable process for planning annual pavement maintenance or preservation project funding in an equitable manner.

An additional outcome is OpenGov| Cartegraph OMS being a fully featured asset management system with up to date pavement condition data but also 18 roadway/roadside assets.  All will combine to serve as a

cornerstone for informed decision-making across maintenance, project planning and prioritization endeavors. The proposed modifications to the agreement will enable to effectively complete the assessment project.

Alternative Options:

Alternative option would be to not to include full extent of data collection planned in the scope of work. Failing to fund this project adequately with the proposed modifications poses a range of risks that could have lasting consequences.  These include operational inefficiencies, suboptimal resource allocation, missed

maintenance opportunities, ineffective budget planning, limited insight into network conditions, impaired

performance modeling, loss of quality control and a lack of flexibility in exploring what-if scenarios.
