Background and Discussion:

On August 31, 2022, Harris County Commissioners Court approved a grant agreement between the County and the Texas General Land Office (GLO) for Community Development Block Grant Mitigation (CDBG-MIT) funds in the amount of $750 million. On February 22, 2023, Commissioners Court approved the Harris County Method of Distribution (MOD) for the CDBG-MIT grant funds for submission of the MOD. The GLO approved the County’s MOD on March 21, 2023, including planning activities. On September 19, 2023, Commissioners Court approved a resolution to complete planning activity applications for CDBG-MIT funding based on GLO’s guidelines and submit those applications to the GLO for up to $29,500,000 in planning activity funding.

Since that time, certain planning projects have necessitated changes, all of which remain within the total CDBG-MIT allocated budget. HCD submits an updated list of CDBG-MIT planning projects for Commissioners Court transmittal. This list is subject to change within the total planning activity budget of $29,500,000, up until final submission.

Expected Impact:

No net change to the previously approved total planning activity budget of $29,500,000.
