Background and Discussion:

The August 7, 2025 Commissioners Court approved the adoption of a Harris County Toll Road Authority (HCTRA) Emergency Service Response Reimbursement Policy that allows HCTRA to enter into individual agreements with local municipalities, local law enforcement, local fire, and or local emergency service departments and offer reimbursement based on rates established by the Federal Emergency Management Agency (FEMA) and agreed upon auditable regular labor rates for such services on the HCTRA tollway system.

The proposed ILA is between HCTRA and City of La Porte Fire Department and establishes a cooperative framework to reimburse the responding agency for their eligible costs incurred while responding to fire and/or rescue incidents on HCTRA tollway system and provides reimbursement for such services in accordance with Commissioners Court adopted reimbursement schedule.

Expected Impact:

Approval of the ILA will establish a formal process for reimbursement of eligible costs.
